You will need GTA SA Mission Builder v0.33

STEP 1.
First make backups of the files to be edited. In this case MAIN.SCM and SCRIPT.IMG
This is normally found at:
C:\Program Files\Rockstar Games\GTA San Andreas\data\script

STEP 2.
Next run the GTA SA Mission Builder.
Go to FILE MENU - OPEN FILE and navigate to your main.scm in the window that pops up. Make sure you select File Type (search) file.scm. When you have found your main.scm click OK.
Another window will open up called SELECT DESTINATION PATH. This is where the new new main.scm and script.img will be saved and a notepad.txd version will appear. Default is to the GTASA mission builder folder or choose another but remember it. Hit OK again. The decompiling will begin and may take a few minutes.

STEP 3.
When done the file will open automatically after a report message. Navigate to the first line of the relevant property code by using EDIT MENU - FIND and entering "$1656".
This will take you to this line:
0004: $1656 = 30000 ;; integer values
The property ID is $1656 (in this case the house at Santa Maria)
The value of the property is the figure "30000". This can be changed to a new number now.
The other values for the properties (29 in all) are found by scrolling down through the code (up to property ID $1684). They are spaced about 8 lines apart and are always preceded by 0004:
IMPORTANT: A full list of property IDs and the property they relate to can be found at the end of this tutorial. Look now if you need to know more. Most people might, I can not find a list like this anywhere so went to a lot of trouble to make my own.

STEP 4.
Once you are happy with the new values you have entered go to the menu RUN then select COMPILE. This will take a few seconds. When finished, go to where the new MAIN.SCM was created (see step2 "destination path") and copy the main.scm into your game folder, \GTA San Andreas\data\script\.
Run GTA SA
Start new game
Note: the changes will not apply to old saved games
